About this list

Schedule 3 of the Chemical Weapons Convention covers chemicals that can be used to produce chemical weapons but are also manufactured in large quantities for legitimate industrial purposes — such as phosgene, hydrogen cyanide and triethanolamine. They are subject to declaration thresholds and OPCW oversight.
