Category III of China’s controlled precursor chemicals covers bulk solvents and reagents that can be diverted to illicit drug manufacture — such as toluene, acetone, methyl ethyl ketone, sulfuric acid, hydrochloric acid and potassium permanganate. They are regulated under the Regulation on the Administration of Precursor Chemicals, with purchase and transport controls administered by the Ministry of Public Security and related authorities.
