Category II of China’s controlled precursor chemicals covers important reagents, solvents and fentanyl/amphetamine precursor intermediates that can be diverted to illicit drug manufacture. The list is regulated under the Regulation on the Administration of Precursor Chemicals and subsequent State Council / ministry notices. Category II includes classic entries such as phenylacetic acid, acetic anhydride, chloroform, diethyl ether and piperidine, plus later-added substances including bromine, propiophenone, BMK/MDP2P precursor intermediates, 4-ANPP, norfentanyl and cannabidiol.
