About this list
Category I of China’s controlled precursor chemicals, regulated under the Regulation on the Administration of Precursor Chemicals (易制毒化学品管理条例) and enforced by the Ministry of Public Security and related authorities. Category I covers substances usable as principal raw materials to manufacture narcotic drugs and psychotropic substances (such as ephedrine, ergometrine, safrole and 1-phenyl-2-propanone). Their manufacture, trade, transport, import and export require licensing.
