Table I of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988, monitored by the International Narcotics Control Board (INCB). Table I covers precursors critical to the illicit manufacture of narcotic drugs and psychotropic substances — ephedrine-class substances, ergot alkaloids, safrole-group chemicals, and fentanyl and amphetamine/MDMA designer precursors — and carries the Convention’s strictest trade controls, including pre-export notification between governments. It is the international parent of national regimes such as China’s precursor categories and the US DEA lists. The most recent amendments added 4-AP, 1-boc-4-AP and norfentanyl (effective 23 November 2022) and 4-piperidone, 1-boc-4-piperidone and two series of glycidic-acid designer-precursor esters (effective 3 December 2024). Salts of listed substances are controlled wherever they can exist. ChemAbout lists the 31 Table I entries that carry a CAS number; 12 footnote-controlled esters without CAS numbers are not expanded. ChemAbout does not facilitate procurement for listed CAS numbers.
