List II chemicals under the US Controlled Substances Act (21 CFR § 1310.02(b)), administered by the Drug Enforcement Administration. List II covers essential chemicals used in the manufacture of controlled substances that also have broad legitimate industrial use — solvents and reagents such as acetone, toluene, methyl ethyl ketone, sulfuric and hydrochloric acid, acetic anhydride and permanganates. Regulated transactions above threshold quantities carry record-keeping and import/export requirements, lighter than the registration regime applied to List I.
