Table II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988, monitored by the International Narcotics Control Board (INCB). Table II covers essential chemicals — solvents, reagents and acids such as acetone, toluene, ethyl ether, piperidine, hydrochloric and sulphuric acid — that are traded in bulk for legitimate industry but are also frequently used in illicit drug manufacture. Trade is subject to lighter monitoring than Table I, including record-keeping and international reporting through INCB. Salts of listed substances are controlled wherever they can exist, except the salts of hydrochloric and sulphuric acid, which are specifically excluded.
